ITU World Radiocommunication Conference 2007

Taking place about once every four years, the World
Radiocommunication Conference (WRC) is considered as one of the most important events for radiocommunication industry representatives, government’s representatives and observers from international organizations.

Organized by ITU, WRC 2007 takes place in Geneva from the 22th of October until the 16th of November. It reviews and, if necessary, revises international Radio Regulations that govern the use of the radio-frequency spectrum and telecommunication satellite orbital and frequency allocations.

The long time DRM Consortium members BBC, Deutsche Welle, Radio Netherlands, TDF and VT Communications, as well as DRM directly as a Sector Member Dr. H. Donald Messer, are all attending WRC-07 because of their common interest in Agenda Item 1.13 and the opportunity it gives for an additional allocation of HF spectrum to the broadcasting service.

Currently, due to the severe congestion in the 4-10 MHz broadcasting bands, broadcast reception audibility is
suffering, and this affects both analogue and digital transmissions. WRC 07 allows for settling this issue, which has never been adequately addressed over the many years it has appeared on WRC agendas.

“WRC 07 is the best opportunity for DRM to communicate what happens since the last three years.” said DRM Chairman Peter Senger. Since June 2003 the DRM system is ready - developed and standardized. Nowadays more than 30 broadcasters are using DRM for regular transmissions with a total of about 800 hours daily.

Several DRM receivers are already available and with the first DRM chipsets coming in 2008, mass production of DRM radios is expected.

International Telecommunication Union (ITU) is the leading United Nations agency for information and
communication technology issues, and the global focal point for governments and the private sector in developing networks and services. For more than 140 years, ITU has coordinated shared global use of the radio spectrum, promoted international cooperation in assisting satellite orbits, worked to improve telecommunication infrastructure in the developing world, and established the worldwide standards that assure seamless interconnection of a vast range of communications systems. About DRM


Digital Radio MondialeTM (DRM) is the digital broadcasting system for the broadcasting bands below 30MHz (long,
medium and short wave). It has been endorsed by the ITU, and is standardised as ETSI ES 201 980. While DRM
currently covers the broadcasting bands below 30 MHz, the DRM consortium is extending the system to the broadcasting bands up to 120 MHz. This system extension has the internal project name DRM+.

DRM has near-FM sound quality plus the ease-of-use that comes from digital transmissions, combined with long range and low power consumption. A continuously growing number of commercial, public, international, national and local broadcasters are already broadcasting DRM transmissions into Europe and North America, Mexico, Russia, China, India and other regions.
